The RFE describes an award, publication, or role as belonging to a different person, or credits it to the wrong company or institution.
What it typically looks like
"The record does not establish that the beneficiary, rather than [Company/Person X], received this recognition" — when the original filing in fact names the beneficiary directly in the underlying exhibit.
Why it's a misreading
This usually happens when an RFE reviewer skims a long exhibit packet and cross-references the wrong name, title, or entity from an adjacent document — especially in packets with many co-authors, joint award recipients, or multiple entities sharing a similar name.
How to rebut it
Point directly to the specific page and line of the original exhibit where the beneficiary's name appears in connection with the achievement in question — a direct quote of the original document, not a restatement, is the strongest rebuttal here. If the confusion is understandable (e.g. a genuinely similar name), briefly acknowledge why, then correct it with the primary source.
