No. The controlling USCIS regulation — 8 CFR § 103.2(b)(3), restated in the USCIS Policy Manual, Vol. 1, Part E, Ch. 6 — requires "a full English language translation." That standard exists so a translator cannot submit a summary or excerpt in place of the substantive content: in the 1994 Federal Register notice adopting this rule, USCIS explicitly rejected public comments asking to allow extracts or partial translations instead of full translations. "Full translation" applies to the substantive content of the document itself — the headline, byline, publication date, body text, and image captions — not to a webpage's surrounding interface chrome such as the navigation menu, ad placements, "related articles" sidebar, or footer boilerplate, none of which are part of the evidentiary document being submitted. We keep the original webpage screenshot as the evidentiary record and fully translate the substantive content (headline, byline, date, publication name, body text, image captions); unrelated interface elements are labeled "[Site navigation / related-articles sidebar — not part of the article body, not translated]." This is standard industry practice, does not weaken the evidentiary value of the exhibit, and avoids unnecessary translation cost and turnaround time.

Does the signature on the Translator's Declaration have to be different on every document? Can you use an electronic signature, or reuse the same signature image?

The electronic-signature language in 8 CFR 103.2(a)(2) — "an acceptable signature on a benefit request... is one that is either handwritten or... in electronic format" — governs the applicant's or petitioner's signature on a USCIS form, not a translator's certification statement. Per the USCIS Policy Manual, a Translator's Declaration only needs five elements: the translator's name, the language pair, a statement that the translation is complete and accurate, a statement of competency to translate, and a date with signature — there is no requirement that the signature itself vary from document to document. All of our Translator's Declarations use a consistent signature stamp together with the certified translator's name and credential number, which fully satisfies the requirement and is standard practice among established certified-translation providers.
